‘We Have Conversations’: The Gangster as Actor and Agent in Russian Foreign Policy

In his new article, our senior non-resident fellow Mark Galeotti focused on how, when and why organised crime in Russia can be used as an instrument for activities abroad.
Based on both secondary materials and interviews with practitioners and analysts in Russia and abroad, this article (in the Europe-Asia Studies journal) presents a picture that is essentially antagonistic, transactional and asymmetrical. It reveals whether Russian organised crime outside the country can be co-opted by Moscow as a foreign policy tool, and even less so whether it is able to have any influence on policy-making in return.
