The study argues that while the scientific community has made significant progress in understanding asteroid impact risks and developing technical responses, there is still a lack of global consensus on how to act and what values to protect. The article advocates for the creation of a comprehensive planetary defense regime that includes procedural, cognitive, and normative components, emphasizing the importance of international cooperation and shared responsibility.
